The United States must cooperate with other countries and international groups that manage fish that move long distances. It must protect those fish and aim for the best sustainable catch across their whole range, in and beyond U.S. waters. Under international fishing agreements, U.S. managers or the Secretary must consider how much U.S. fishermen on U.S. boats have traditionally participated. If an international group has no formal process to make a rebuilding plan for depleted or overfished stocks, the United States must promote the rebuilding rules in this chapter.
