The Secretary of Commerce must set up a regional cooperative research and management program, working with the Councils. The program must be run with partners from federal, state, and Tribal managers and scientists, fishery groups (including using commercial, charter, or recreational boats to gather data), and schools. The Secretary must give money, on a competitive basis and based on regional fishery needs, for projects the Councils identify. The program should also use data kept by other federal or state agencies or by universities. Priority is for projects that improve stock assessments, measure bycatch and post‑release deaths, develop gear or methods to reduce bycatch, find and protect important habitats, and collect economic and social information. Within 180 days after January 12, 2007, the Secretary, with the Councils, must create faster, uniform regional rules for issuing experimental fishing permits. The Secretary must also make rules so people who join funded research do not lose their catch history or unused days‑at‑sea in limited entry systems. These procedures do not apply to research paid for by quota set‑asides.
