The Secretary of the Interior must run Rocky Mountain National Park and create and publish reasonable rules as soon as possible to care for, protect, manage, and improve the park. The rules should let the public use the park for recreation while keeping its natural features and beauty. The rules must cover how automobiles may be used in the park. The Secretary may lease parcels up to 20 acres in one place for up to 20 years to build visitor accommodations, grant other visitor privileges or concessions, and remove mature, dead, or down timber if needed to protect or improve the park. The Secretary may also accept donated patented lands or rights-of-way over patented lands for park use.
