Prevents the Secretary from making or enforcing rules that stop people from having firearms in any unit of the National Wildlife Refuge System. That protection only applies if the person is not already barred by law from possessing a gun and if the gun possession follows the law of the state where the refuge is located. Congress said the Second Amendment protects the right to keep and bear arms and that an older federal rule generally banned guns on refuges, which hurt law‑abiding people. That rule went into effect January 9, 2009, was blocked by a court on March 19, 2009, and was under review. Congress acted to make sure unelected officials and judges cannot again override these rights on 90,790,000 acres of refuge land.
