Any valid land claim, location, or entry made under U.S. land laws before February 26, 1919 — for homesteads, mining, rights-of-way, or other uses — stays valid, and the claimant keeps full use and enjoyment of the land. Coconino County, Arizona, keeps the right to charge and collect tolls for moving livestock on the Bright Angel Toll Road and Trail. The Secretary of the Interior may negotiate with Coconino County to buy that road, the trail, and the rights tied to them.
