If someone intentionally does an act that the earlier rule forbids, they commit a crime. The punishment can be a fine of $10,000, up to one year in jail, or both, and a conviction here does not stop charges under other laws, including the Marine Mammal Protection Act, the Endangered Species Act, and the Migratory Bird Treaty Act.
