The Secretary of State can decide, with the agreement of the Secretary of Commerce and the Director of the National Science Foundation, whether the United States cannot accept a conservation measure the Commission adopted under Article IX, and must tell the Commission about that decision. The Secretary of State must, when possible, publish timely notice in the Federal Register about any proposed decision, ask for written public comment, and publish notice whenever a notification is sent to the Commission. With the agreement of the Secretary of Commerce, the NSF Director, and the head of the department that runs the Coast Guard, the Secretary of State can agree for the United States to set up a system of observation and inspection (and temporary arrangements) under Article XXIV. The Secretary of State can also receive reports, requests, and other communications from the Commission for the U.S. government and either act on them or send them to the right agency.
