State regulators (for each state-regulated electric utility) and all nonregulated electric utilities must send a report to the Secretary about how they considered the standards in sections 2621(d) and 2623(b). The first reports are due within one year after November 9, 1978, and then once a year for ten years. Reports must follow the Secretary’s instructions and summarize the decisions and actions for each utility. The Secretary must send a report to the President and Congress within eighteen months after November 9, 1978, and then once a year for ten years. That report must summarize the utility reports, give the Secretary’s analysis and actions under this chapter, and recommend any federal steps or laws about retail electric rates and related practices needed to carry out the chapter’s purposes.
