Title 16 › Chapter CHAPTER 46— - PUBLIC UTILITY REGULATORY POLICIES › Subchapter SUBCHAPTER III— - INTERVENTION AND JUDICIAL REVIEW › § 2631
The Secretary, any affected electric utility, or any electric consumer of an affected electric utility can automatically join and take part in state or nonregulated utility proceedings about rates or rate design when those proceedings deal with standards in subchapter II or other ideas that help meet the chapter’s goals. Anyone who joins can get the same relevant information other parties get, using reasonable discovery rules set by the state regulator or the nonregulated utility. If a proceeding began before November 9, 1978 and was not finished by then, joining under this rule is allowed only if it is still timely under the law that otherwise applies.
