Creates Arches National Park using the lands and waters shown on the map titled “Boundary Map, Proposed Arches National Park, Utah” (RPSSC–138–20, 001E) dated September 1969. On October 30, 1998, the park must also include about 3,140 acres called the “Lost Spring Canyon Addition” (map 138/60,000–B, April 1997). The maps must be kept on file and open to the public at National Park Service offices. Arches National Monument is ended and its funds are transferred to the park. Federal lands and waters left out of the old monument must be managed by the Secretary of the Interior under U.S. public land laws. "Park" means Arches National Park. "Secretary" means the Secretary of the Interior.
