The National Park Service, led by the Secretary of the Interior, must run, protect, and improve the park under the 1916 National Park Service Act. The Secretary must allow easements and rights-of-way across park land without unfair treatment, unless the chosen route would seriously harm park management. Within three years from December 18, 1971, the Secretary of the Interior must report to the President which park areas are suitable or not suitable to be kept as wilderness under subsections 3(c) and 3(d) of the Wilderness Act, and any wilderness designation must follow that Act.
