Summary

Each Secretary may use grants or contracts to carry out what they must do under the Plan. They can give money or sign contracts with any person, another federal agency, a state agency, or a regional commission. Grants and contracts must include terms the Secretary sets by rule to protect U.S. interests and cannot be used for anything that breaks state or local law. A grant can cover at most one-half of a project's estimated cost. Anyone who gets a grant or contract must let the Secretary and the U.S. Comptroller General inspect any books or records related to the funds.
