The Secretary must carry out research and conservation work for migratory nongame birds to help meet duties under the Migratory Bird Treaty Act, the Migratory Bird Conservation Act, and section 8A(e) of the Endangered Species Act. The Secretary must work with federal, state, international, and private groups to track and study all migratory nongame birds (species, subspecies, and populations); find how environmental changes and people affect them; spot which ones are likely to become candidates for the Endangered Species Act; plan actions to keep them from needing Endangered Species Act protection; and find lands and waters in the United States and other Western Hemisphere countries where protection or better management would help those birds. Within one year after November 14, 1988, and every five years after that, the Secretary must prepare a report showing the results of this work and describing efforts to carry out the prevention actions. The report must be sent to the Committee on Environment and Public Works of the United States Senate and to the Committee on Merchant Marine and Fisheries of the United States House of Representatives.
