Public use of federal lands in Alaska must cause as little harm as possible to rural people who depend on hunting, fishing, and gathering for their way of life. Fish and wildlife must be managed using sound science and the purposes of each unit created under titles II through VII of this Act so rural residents can continue subsistence living. If limits are needed to keep a population healthy or to protect subsistence use, nonwasteful subsistence taking must get priority over other uses that take those resources. Unless another part of this Act or another federal law says otherwise, federal land managers must work with nearby landowners and managers, including Native Corporations, the proper State and Federal agencies, and other nations.
