Create a subsistence resources commission for every national park or monument that allows subsistence. Within one year from December 2, 1980, the Secretary and the Governor must each appoint three members. The regional advisory council for the area must appoint three members who are on that council or a local advisory committee and who use subsistence in the park. Within eighteen months from December 2, 1980, each commission must recommend a subsistence hunting program based on technical studies, consultation with local and regional advisory groups, and public hearings. Each year after that the commission must review data, consult local groups, hold hearings, and suggest any changes. The Secretary must quickly put the commission’s program into effect unless he writes that it breaks wildlife conservation rules, would harm healthy wildlife populations, goes against the park’s purpose, or would hurt local residents’ subsistence needs. If the Governor asks, the Secretary must wait sixty days to consider Governor’s proposed changes. Until a program is in place, the Secretary must allow subsistence uses by local residents under this part and other federal and State law.
