Allows people to get to and keep working existing air and water navigation aids, communications sites, and weather, climate, and fisheries research and monitoring facilities inside conservation units created or expanded by the Act. Facilities used for national defense and their navigation aids inside or next to those areas may also keep operating under their own laws and rules. The Wilderness Act will not be used to block this access or work. New navigation, defense, or research facilities may be put in those units only after the head of the federal agency that wants them talks with the appropriate Secretary (or the Secretary of Agriculture). They must follow whatever terms both sides agree to that will limit harm inside the unit.
