Alaska keeps the same power to manage fish and wildlife on public lands unless subchapter II says otherwise, and the Alaska Constitution is not changed. Unless the law says differently, the Secretary also keeps the same power to manage public lands. Hunting and fishing in conservation system units, national conservation areas, national recreation areas, and national forests must follow this law and other state and federal rules. National parks and national park monuments in Alaska are closed to hunting and fishing, except the Secretary must run any park units created or enlarged by this law that allow subsistence uses so local rural residents can keep using them, and the Secretary must allow fishing under this law and other state and federal rules.
