The Agriculture Secretary must give owners a way to reach private land that lies inside National Forests, even if other laws say otherwise. The Interior Secretary must give access to private land surrounded by public lands managed under the Federal Land Policy and Management Act of 1976, even if other laws say otherwise. Each Secretary can set conditions, and owners must follow the access rules.
