Any future action by the President or a federal Secretary that withdraws more than five thousand acres of public land in Alaska must follow special rules. They can only do it if current law allows, and the withdrawal won’t take effect until they publish a notice in the Federal Register and tell both Houses of Congress. The withdrawal ends unless Congress approves it by joint resolution within one year after the notice. No more studies of federal lands in Alaska done only to consider creating a conservation system unit, a national recreation area, a national conservation area, or similar areas can be carried out unless this Act or another Act of Congress authorizes them.
