Defines the key words used in the chapter. Appropriate tribal coordinating body means either the Columbia River tribal coordinating body or the Washington tribal coordinating body, whichever applies. Charter vessel means a state‑licensed boat that carries paying passengers for recreational salmon fishing. Charter fishing means fishing done from charter vessels. Columbia River conservation area means all habitat in the Columbia River drainage basin plus areas in the fishery conservation zone under the Pacific Fishery Management Council’s jurisdiction and the territorial seas of Oregon and Washington. Columbia River tribal coordinating body means the organization authorized by Columbia River treaty tribes to coordinate activities under the chapter. Commercial fishing means fishing to sell or barter. Commercial fishing vessel means any boat licensed, used, equipped for, or normally used for commercial salmon fishing. Enhancement means projects to raise salmon or steelhead production or to protect or improve their habitat. Habitat means land or water areas salmon or steelhead use during their lives or that affect them. Recreational fishing means fishing for personal use with ordinary gear, not for sale. Salmon means any anadromous species in the family Salmonidae, genus Oncorhynchus (Pacific salmon). Salmon or steelhead resource means any stock of salmon or steelhead. Steelhead means anadromous rainbow trout, Salmo gairdneri. Stock means a species, subspecies, race, geographic group, run, or other category of salmon or steelhead. Treaty means any U.S. treaty with a tribe about the tribe’s reserved right to harvest salmon and steelhead in the Washington or Columbia River conservation areas. Treaty tribe means a U.S.‑recognized Indian tribe with usual and accustomed fishing grounds in those conservation areas whose treaty fishing right has been recognized by a Federal court. Washington conservation area means all salmon and steelhead habitat in Washington except the Columbia River drainage basin, plus the adjacent fishery conservation zone under U.S. jurisdiction. Washington tribal coordinating body means the organization authorized by the treaty tribes of the Washington conservation area to coordinate their activities under the chapter.
