The Secretary, working with the Secretary of Commerce, can approve projects that follow an approved enhancement plan and the rules in this chapter. The Secretary must quickly tell the States, treaty tribes, and anyone else who asks when a project is approved and how much federal money is available. Each year, federal funding cannot pay more than 50 percent of the total cost of these projects, except for projects proposed by treaty tribes through their tribal coordinating body. A State can count land or other property as its share and keeps ownership. On December 22, 1980, Washington is treated as having spent $32,000,000, reduced by any amount treated as already spent under section 3336 of this title. Federal payments will be made in amounts and at times the Secretary decides, consistent with this chapter and the comprehensive plan’s goals.
