Allows up to $45,000,000 for salmon work in the Washington conservation area and $25,000,000 for salmon work in the Columbia River conservation area, each for the 10-year period starting October 1, 1982, including operating and maintaining facilities. Also allows $7,000,000 per area for steelhead projects during that period. None may be used to run programs or facilities as they were before the Secretary approved the area's enhancement plan under section 3321.
