For Zion and Yosemite National Parks, the Secretary of the Interior may, under terms he finds appropriate, spend donated or federal money to run transportation or to set up needed park offices and visitor facilities outside the park but close by. Projects must follow approved park plans and use existing facilities when possible. New construction can only happen if the location will avoid damage to park natural or cultural resources, improve service to the public, or save money for the federal government.
