Title 16 › Chapter CHAPTER 56— - NORTH ATLANTIC SALMON FISHING › § 3602
The United States must send three Commissioners to the Council and Commissions. The President picks them and can replace them at any time. One must be a U.S. government official. Two must be non‑government people who know about conserving and managing salmon of U.S. origin. The Secretary of State, with the Secretaries of Commerce and the Interior, may name alternate Commissioners who can act when a regular Commissioner is absent. Commissioners and alternates get no pay and are not federal employees, except for injury compensation or tort claims under chapter 81 of title 5 and chapter 171 of title 28. They may consult the Regional Fishery Management Councils established by section 302 of the Act of 1976 (16 U.S.C. 1852) and other interested parties, and chapter 10 of title 5 does not apply to those consultations.
