The Secretary of State can accept, for the United States, reports, requests, recommendations, proposals, and other communications from the Organization and its parts. With agreement from the Secretaries of Commerce and the Interior, the Secretary of State can approve, object to, or withdraw objections to regulatory measures under the Convention. The Secretary can also act on or send other communications to the proper U.S. authority. If Commerce and Interior don’t give their agreement, two 45‑day timing limits apply: one for approval or objection after a measure is received, and one for withdrawing an objection after that withdrawal is proposed.
