The Secretary of State may send and receive reports, requests, and other messages for the United States with the Commission and its Panels. The Secretary may approve, reject, or object to fishery plans, including enhancement programs and Fraser River Panel rules proposed under the Treaty, but the U.S. must carry out any approved plans only if Congress provides money for them. The Secretary may also act on or send other communications to the right agency. If the Secretary of State approves a fishery plan or Fraser River Panel rule, those recommendations must be sent right away to Alaska, Oregon, Washington, Idaho, and the treaty Indian tribes. The Secretary (working with regional councils, States, and tribes) must prepare any Treaty-required reports or statements and give them to the Secretary of State, who will forward them to the Commission.
