Before issuing a lease for a bathhouse or a bathhouse site in Hot Springs National Park, or a contract to use hot water for bathhouses outside the park, the Secretary of the Interior can investigate the people or company applying. He may check whether they own or are connected to any other bathhouse, belong to any group or combination that controls other bathhouses, or are officers, members, or stockholders in related companies. To get the facts, he can require people and papers, give oaths, and demand sworn statements from applicants. Anyone who lies under oath is guilty of perjury and faces federal penalties. If the Secretary finds such connections, discovers them later, or decides it is better for park management or the public, he can refuse, cancel, or forfeit the lease, license, permit, or other privilege.
