The Secretary must create a regional conservation partnership program that carries out eligible conservation work on eligible land. The program will operate by making partnership agreements with eligible partners (including agreements funded in different ways or by grants) and by signing contracts directly with producers. The program’s goals are to carry out activities like four older conservation programs as they existed the day before February 7, 2014; protect and restore soil, water (including drinking water and groundwater), wildlife, farmland, and related natural resources at regional or watershed levels; help partners work with producers to meet or avoid national, State, and local natural resource rules and to install and keep conservation practices across many farms and private forests; make conservation help to producers more flexible and easier to deliver through partnerships; and get producers and partners to work together for bigger conservation results and greater benefit to producers.
