The Secretary must create and regularly update a national plan that says which kinds of wetlands and which ownership or conservation rights should get priority for federal and state purchase or protection. The Secretary must work with the Administrator of the Environmental Protection Agency, the Secretary of Commerce, the Secretary of Agriculture, and each State’s chief executive when making the plan. In making the plan, the Secretary must look at how much of each wetland type remains since European settlement, how fast they are being lost or threatened, and how each type helps wildlife (including endangered and migratory species), fisheries, water quality and quantity and flood control, outdoor recreation, and other important uses.
