Effective October 1, 1978, money may be provided as needed to buy land and land rights inside Virgin Islands National Park. Land bought on Hassel Island will count as qualifying for payment under paragraph (2) of the Act of June 10, 1977 (Public Law 95–42; 91 Stat. 210). Also effective October 1, 1978, up to $1,000,000 may be used to restore historic buildings and build public facilities on Hassel Island. Up to $500,000 may be given as a grant to the Territory of the Virgin Islands for projects under the Land and Water Conservation Fund Act, the Historic Preservation Act, or similar programs, but only after the territory transfers all Hassel Island property titles to the United States.
