Creates a Fisheries Promotional Fund in the U.S. Treasury to pay for the National Council’s yearly marketing and promotion plan and budget, but the money can only be spent if Congress provides it in appropriation laws. The Fund gets three kinds of money: a transfer under 15 U.S.C. 713c–3(b)(2), voluntary payments under section 4007, and income from investing the Fund’s money. Money not needed right away must be kept in interest-bearing accounts or invested in U.S. government‑backed investments, and any interest or returns go back into the Fund. For fiscal years 1987 through 1991, the law allows each year’s deposits under subsection (b) to be appropriated to carry out the Council’s annual plan and budget.
