United States takes sole control of lands in North Carolina and Tennessee for the Great Smoky Mountains National Park. States may serve civil and criminal papers for matters from outside the park and may tax people, businesses, franchises, property, and motor‑fuel sales there. Park residents can vote in their county. The United States does not consent to State taxation of sales used only by the United States.
