The Secretary, working with the General Services Administration, can provide a site and the buildings for the Center if the costs are properly repaid. They can use an existing building, change an existing building, or build a new one. The Secretary can also buy any land needed for the site. The Secretary can give grants and make contracts, leases, or other agreements with the National Constitution Center in Philadelphia to run the Center under this law. Any federal money to that Center can be used only if the Center matches it with nonfederal funds.
