The Secretary of the Interior may build offices, an administration building, and an auditorium on part of the park land or on other land given for that purpose. The Secretary may also accept donations of historic property in Philadelphia and make those gifts part of Independence National Historical Park after the United States accepts ownership. The Secretary may allow the American Philosophical Society to build, run, and keep a library building on about the original Library Hall site at no cost to the United States, under a lease or agreement with terms and plans the Secretary approves, for as long as the society uses it for its library and collections.
