Adds the lands below to Isle Royale National Park, but only after existing valid rights are honored. Passage Island (about 182 acres) in sections 3, 4, and 9, township 67 north, range 32 west, Keweenaw County, Michigan, is included. The Secretary of the Navy keeps control and jurisdiction for lighthouse and boathouse use over: (1) the part of Passage Island south of an east–west line located 425 feet true north of the center of the Passage Island Light (about 6.5 acres); (2) a boathouse site described from the center of the light by north 33°52′ east 3,515 feet to the boathouse southwest corner, then north 200 feet, east about 175 feet to the harbor, follow the shore to the south boundary, and west about 200 feet back to the start (about 0.78 acre); and (3) a right-of-way between those two sites, to be defined by the Secretary of the Navy within a reasonable time after March 6, 1942. The Gull Islands (about 6 acres) in section 19, township 68 north, range 31 west, Keweenaw County, Michigan, are also added to the park.
