Congress may provide money to carry out this part of the law, but no more than $13,895,000 can be used to buy land and land rights. Up to $500,000 may be provided to build basic public facilities. Within three years after the park is created, the Secretary must work with the Governor of Pennsylvania and send a final master plan to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives. The plan must show what facilities are needed for visitor health, safety, and interpretation; where each will be and how much they will cost; and any likely need for more facilities.
