Within three years after October 31, 1994, the Secretary must submit a preserve plan to congressional natural resources committees. The plan must emphasize historic and cultural sites and environmental and wilderness values, study Kelso Depot and the rail corridor for access and programs, and address disability needs under section 794 of title 29, the Americans with Disabilities Act of 1990, and other laws.
