Private land inside the new or enlarged wilderness areas or National Park units stays under non‑federal rules until the United States buys it. Such lands are not covered by rules that apply only to federal land and can be used as allowed by other laws. Being inside the boundary, or the chance the U.S. may buy it later, does not block most federal licenses or permits, except those tied to activities under section 100903 of title 54. This does not change how section 1865(b) of title 18, subchapter III of chapter 1007 of title 54, the Clean Air Act (42 U.S.C. 7401 et seq.), or the oil and gas rules in 36 CFR 9B apply.
