Sets aside five Bureau of Land Management areas in San Bernardino County as Off-Highway Vehicle (OHV) Recreation Areas: Dumont Dunes (about 7,620 acres; map dated November 7, 2018), El Mirage (about 16,370 acres; map dated December 10, 2018), Rasor (about 23,900 acres; map dated November 7, 2018), Spangler Hills (about 92,340 acres; map dated December 10, 2018), and Stoddard Valley (about 40,110 acres; map dated November 7, 2018). It also expands the Johnson Valley OHV Recreation Area by about 20,240 acres as shown on the November 7, 2018 map. These actions are made under federal land law and existing resource plans, and they respect any valid existing rights. The purpose is to protect and improve recreation (including OHV use) while also conserving wildlife and other natural resources. The Secretary must file each area’s map and legal description with the House Natural Resources Committee and the Senate Energy and Natural Resources Committee as soon as practicable after March 12, 2019, and put those maps in BLM offices for public review. Existing recreational uses in effect on March 12, 2019 may continue (for example casual riding, racing, competitive events, rock crawling, and training) as long as they follow the law. Wildlife guzzlers are allowed under BLM guidelines and State law. Commercial development that conflicts with the recreation purpose is banned, but short-term vendor permits for OHV support may be issued. The Secretary must manage the areas under this part, the Federal Land Policy and Management Act, and other laws, and must amend or make resource management plans within 3 years after March 12, 2019 (current plans stay in force until then). Subject to valid rights, federal land in these areas is withdrawn from public land disposal, mining location/patent, and mineral/leasing activities. Existing rights-of-way and certain utility projects are not affected. The Secretary must, in consultation with Southern California Edison and Pacific Gas and Electric Company as appropriate, publish plans for regular and emergency access to their rights-of-way within set one-year deadlines tied to March 12, 2019 or the issuance of new utility rights-of-way.
