The Secretary must create the park by publishing a notice in the Federal Register once enough land, water, and related rights have been acquired. Until that notice is published, and after it is published, the Secretary must manage the lands under the laws of August 25, 1916, and August 21, 1935. The Secretary can make agreements with other federal agencies, state and local governments, and private groups to plan, develop, use, buy, or sell lands, buildings, and waters in or near the park. Those agreements and plans must protect historic and scenic places and support recreation and visitor enjoyment as much as possible. The Secretary may also restore or fix up property inside the park under cooperative agreements, even if the United States does not own the property.
