Creates the Lowell National Historical Park in Lowell, Massachusetts, and a nearby Lowell Historic Preservation District. They are managed by the Secretary and the Commission. The park and district lines are shown on the map titled “Lowell National Historical Park, Massachusetts”, dated March 1978, number “Lowe—80,008A”, kept at the National Park Service and the Lowell city clerk. The Secretary must publish a detailed boundary description in the Federal Register after June 5, 1978. The park was later adjusted to add five parcels shown on the map “Boundary Adjustment, Lowell National Historical Park,” number 475/81,424B, dated September 2004, and described in section 410cc–22(a)(2)(G). The Secretary may make small boundary changes after consulting the Commission and the Lowell city manager and by publishing a revised map or description in the Federal Register. No land outside the established boundaries can be added without the consent of the Lowell city manager and the Lowell city council. Any boundary change only takes effect after timely written notice is given to Congress.
