Federal money may be provided as needed to carry out this part of the law, but the total set aside for certain programs — including grants and loans, buying property, and transportation and education/cultural programs — cannot be more than $33,600,000. No money can be authorized before October 1, 1978. Any money that is appropriated stays available until it is spent. The Secretary must send Congress a statement within 60 days after June 5, 1978, and then every October 1 and March 1, showing the total amount the Commonwealth of Massachusetts, the city of Lowell, and any nonprofit spent on Lowell activities tied to this law from January 1, 1974 to the statement date. The total the Secretary may give the Commission from funds under subsection (a)(2) cannot be greater than the amount in the most recent statement.
