The Secretary must send Congress a report within two years after funds are provided. It must say how buying the listed properties is going and how they will be used; name park sites with exhibit or program agreements; report on leasing part of the Lowell Manufacturing Company on Market Street for a visitor center and note any other park leases; list other actions taken or planned; and include a draft budget for the next five fiscal years. Within three years the Secretary must send a park management plan with the same information and make it available to the public on request. After consulting the Commission, the Lowell city manager, and the Commonwealth of Massachusetts, the Secretary can change the plan by publishing revisions in the Federal Register. Any change takes effect 90 days after written notice is sent to Congress.
