The Secretary, through the National Park Service, must put the park management plan into action and run the park under national park rules. Before the Commission’s first meeting, the Secretary may give emergency help to owners of nationally important historic or cultural properties in the park or preservation district to protect them. Subject to sections 410cc–24 and 410cc–32(b), funds from section 410cc–13(a)(2) must be made available to the Commission for part C of this subchapter. The Secretary may accept donations of money, property, or services from public or private sources. The Secretary may also sponsor or coordinate educational or cultural programs in the park and preservation district and may take leases on park property when needed to carry out this subchapter.
