Creates a Lowell Historic Preservation Commission inside the Department of the Interior to run the preservation district and give services in the park. The Commission must have 15 members appointed by the Secretary: three city council members (from the mayor’s recommendations); three non‑elected local representatives recommended by the city manager (representing labor, business, neighborhoods, and cultural groups); one recommended by the president of the University of Lowell; three recommended by the Governor of Massachusetts; one Department of Commerce employee recommended by the Secretary of Commerce; one Department of Transportation employee recommended by the Secretary of Transportation; one Department of Housing and Urban Development employee recommended by the Secretary of HUD; and two Department of the Interior employees who know about parks and historic preservation. Members who leave the office that qualified them, or who become elected officials after appointment, may stay on the Commission for up to 30 days after that change. Terms are normally two years; members may be reappointed only three times (four times if first appointed to fill a vacancy). Some of the first appointees serve three‑year terms as the law describes. The members elect a chair for a two‑year term. Vacancies are filled the same way as the original appointment and replacements serve the rest of the term. Eight members make a quorum, though fewer can hold hearings. The Commission must meet at least once each month when the chair or a majority calls a meeting. Members get $100 per day for days spent on Commission work, including travel, except full‑time U.S., city of Lowell, or Commonwealth employees get no extra pay. Travel expenses and per diem are allowed as under section 5703 of title 5. The Commission will end seventeen years from June 5, 1978.
