The Commission can lend money to the Lowell Development and Financial Corporation so that the corporation can make low-interest loans to preserve, restore, or develop certain park properties. The Commission’s loan to the corporation must be for 35 years. At the end of 35 years the corporation must pay the full loan amount and any extra money it earned back to the Secretary of the Treasury, except for amounts the corporation spent on reasonable administrative costs. The corporation may only use the Commission’s money (and any interest it earns) for the low-interest loans the Commission approves, or to cover reasonable administration, loan guarantees, or insurance. The corporation must loan out the full amount within five years (minus allowed admin costs), re-lend money as loans are repaid, and share its financial records with the Commission and the Secretary. Before approving any borrower, the corporation must get a written statement from the Commission saying the loan fits the park standards and plan. The corporation may approve loans only if the borrower has that statement, can repay the loan, and meets the corporation’s credit rules. The Commission can also make grants to owners of the properties named in section 410cc–32(d)(1) for preservation, restoration, management, development, or maintenance that follow the park standards. With the Secretary’s approval, the Commission may give grants to others for educational or cultural programs, or for planning, transportation, maintenance, or other needed services. Grants must be made under written agreements that state the amount, payment schedule, purpose, and conditions, and the Commission can recover funds if they are used improperly. The Commission, with advice from the Secretary, may provide technical help to property owners for repairs, improvements, or loan applications, and to others working to meet the subchapter’s goals. The Commission must provide its grant and loan records to the Secretary on request.
