The Commission must have a Director chosen by the Commission. The Director’s pay cannot be more than the annual rate for GS‑15. The Commission can hire other staff and set their pay. The Director and staff can be hired without following some usual federal hiring and pay rules, but no one can be paid more than the GS‑15 rate. The Commission may hire temporary or part‑time help as allowed under section 3109(b) of title 5 at pay rates it finds reasonable. Federal agencies with members on the Commission can lend employees to the Commission if they are reimbursed, and the General Services Administration must provide requested administrative support on a reimbursable basis.
