The Secretary must run and protect the historical park under the laws that apply to National Park units, including the act that created the National Park Service (approved August 25, 1916) and the Act of August 21, 1935. The park must be managed to preserve resources and cultural landscapes tied to the Creole culture of the Cane River and to help the public understand the region’s heritage. The Secretary may accept money, property, or services from people, groups, or organizations and may spend those donated funds without needing more congressional approval. The Secretary may build, operate, and maintain an interpretive center on lands the Secretary identified under section 410ccc–1(b)(4). The center should give visitors basic information and orientation. The Secretary must consult with the State of Louisiana, the City of Natchitoches, the Association for the Preservation of Historic Natchitoches, and the Cane River National Heritage Area Commission under section 410ccc–22 when planning it. After consulting the Commission, the Secretary may make cooperative agreements with property owners in the heritage area or park to offer educational and interpretive opportunities and to help preserve historic sites; those agreements must allow reasonable National Park Service access and meet the Service’s standards for restoring buildings. The Secretary may also work with the City, State, and others to develop programs and materials. The National Park Service must coordinate research on the Cane River’s history — including ethnography, genealogy, primary historic documents, and how to care for and show those materials — in coordination with Northwestern State University of Louisiana and the National Center for Preservation of Technology and Training in Natchitoches.
