The Secretary of the Interior must buy, accept as a gift, condemn, or otherwise get land and property rights, including any buildings, needed to make a national historic site marking the completion of the first transcontinental railroad on the area shown on the February 1963 National Park Service map titled “Proposed Golden Spike National Historic Site, Utah.” The Secretary may trade federal land in Utah for private land inside that mapped area. The lands should be about equal in value, and money can be paid or received to make the swap equal.
