The Secretary must help local governments near the Gorge make zoning rules that support the law’s goals. He should work to get rules that limit incompatible commercial or industrial uses, protect the Gorge’s scenic character by restricting things like building, signs, burning, logging, removing topsoil/sand/gravel, and dumping, and require the Secretary get advance notice of any hearings about variances and of any variances or exceptions granted.
